Interview for Candidates from Countries with Higher Migration Risk
Pursuant to the Higher Education Act (ZViS-1; Official Gazette of the Republic of Slovenia, No. 56/25; Article 13), higher education institutions are required to conduct a direct interview with foreign citizens from countries with higher migration risk who have submitted an application for enrolment in higher education studies in the Republic of Slovenia. The purpose of the interview is to assess the candidate’s suitability in relation to the admission requirements of the study programme.
The interview is a mandatory part of the application and admission procedure and is conducted before the further professional and administrative processing of the application for enrolment.
Invitation and Interview Procedure
The candidate receives an invitation to the interview by email, sent to the email address provided in the application for enrolment submitted through the eVŠ portal. As a rule, the interview is conducted remotely via the Zoom videoconferencing system.
If the candidate appears in person at the faculty’s premises and presents the original supporting documents, the interview may also be conducted in person at the ISSBS premises.
The candidate must join the interview on time, at the appointment stated in the invitation. At the beginning of the interview, the candidate must present a valid passport, which is used to verify their identity.
As a rule, the interview is conducted in Slovenian or English, depending on the language of delivery of the study programme.
The candidate is required to ensure:
– a stable internet connection,
– appropriate technical equipment (camera and microphone),
– a quiet and suitable environment for the uninterrupted conduct of the interview,
– a valid passport, which must be presented to the interviewer at the beginning of the interview in order to confirm the candidate’s identity.
Costs of the Interview Procedure
ISSBS may charge the candidate the costs of conducting the interview in accordance with the valid ISSBS price list. The amount of the costs and the method of payment are communicated to the candidate before the interview is conducted.
The costs of the interview must be paid before the interview takes place. If the costs are not paid by the time of the interview, it is deemed that the candidate has not fulfilled the conditions for the interview to be conducted.
Interview Results
The candidate receives the interview result within three working days after the interview, through the eVŠ system and by email.
If the candidate successfully completes the interview, their application continues to be processed within the professional and administrative procedure, including the verification of supporting documents and fulfilment of the admission requirements.
If the candidate does not pass the interview, their application for enrolment is rejected. In this case, the candidate receives a rejection decision, which terminates all procedures related to their application for enrolment.

The candidate submits one application and can register:
with a qualified certificate or with an authentication and authorization infrastructure account (AAI account) or with a username and password via the SI-PASS system.
All required documents must be submitted electronically via the eVŠ portal. An application is considered timely if it is completed and submitted in eVŠ by the deadline stated in the call for applications.

Accepted candidates will receive a written invitation for enrollment and instructions for registration.
Application Deadlines
Enrollment in the 1st year for Slovenian citizens and citizens of EU member states, as well as Slovenians without Slovenian citizenship.
In the second application round, candidates who did not apply during the first application period or who were not selected for any of the study programs listed in their first application, or those who were accepted but did not enroll or withdrew from the program by August 16, can apply for available slots.
Who can apply in the third application round?
– Candidates who did not apply in the first or second application round.
– Candidates who submitted a first or second application and were not accepted into any of the listed study programs in the current year’s selection process.
– Candidates who were accepted but did not enroll in the study program in the first or second round.
– Candidates accepted in the first or second application round for a program that will not be offered.
The documents proving eligibility for enrollment, as stated in the call for enrollment for undergraduate and unified master’s study programs, must be submitted electronically via the eVŠ portal.
At the end of the application for enrollment, a list of all required attachments is provided.
For candidates who are taking the general matura, vocational matura, or individual exams in winter, spring, or fall sessions, no certificates need to be sent. The National Examination Center will submit the necessary information to the higher education admissions office.
Candidates who passed the general matura after 1995 or vocational matura after 2002 also do not need to send certificates; the National Examination Center will send them.
Enrollment by Transition Criteria (2nd and 3rd Year) and for Parallel Studies
Transitions between study programs are possible according to the Higher Education Act, Transition Criteria, and the Statute of MFDPŠ.
A transition is considered as:
– Enrollment in the second or higher year of a higher education program when there is a discontinuation of education in the first program and continuation in a second program at the same level, or enrollment of a higher education graduate into a new program at the same level.
– Enrollment of a higher vocational college graduate into the second year of a higher education program of the first cycle.
Transitions between study programs are possible when:
– The completion of studies ensures the acquisition of comparable competencies or learning outcomes.
– At least half of the obligations from the first program, related to compulsory courses of the second program, can be recognized according to the criteria for recognizing prior learning and skills obtained before enrollment in the new program through the European Credit Transfer and Accumulation System (ECTS).

- A photograph or scanned copy of the diploma or certificate of graduation from a higher vocational or higher education program.
- A photograph or scanned copy of the certificate of completed exams (the document must clearly show the student’s details, the average grade of studies, and information on all completed study obligations, including the credit points of each course).
- Course syllabi for all completed courses, showing the contact hours of each course.
- A photograph or scanned copy of the payment receipt for the Application for Enrollment based on Transfer Criteria from other higher education institutions or vocational colleges (each application for enrollment based on transfer criteria is subject to payment according to the valid MFDPŠ price list, available on the faculty’s website. The application must be paid at the time of submission, otherwise, the application is considered incomplete. The payment for the application is non-refundable, even if the application is rejected, if the student is not admitted to the program, or if the student withdraws).
- A photograph or scanned copy of the final high school certificate.
- A photograph or scanned copy of the results of the matura or final exam, showing the grades obtained by the candidate.
Only complete applications, submitted no later than the final submission deadline, will be considered.
- Consent from the home higher education institution for enrollment in parallel studies.
- Confirmation of enrollment in a higher year for the next academic year.
- A photograph or scanned copy of the certificate of completed exams (the document must clearly show the student’s details, the average grade of studies, and information on all completed study obligations, including the credit points of each course. If credit points are not listed, the candidate must provide syllabi for all completed courses, showing the contact hours for each course).
- A photograph or scanned copy of the payment receipt for the Application for Enrollment based on Transfer Criteria from other higher education institutions or vocational colleges (each application for enrollment based on transfer criteria is subject to payment according to the valid MFDPŠ price list, available on the faculty’s website. The application must be paid at the time of submission; otherwise, the application is considered incomplete. The payment for the application is non-refundable, even in cases where the application is rejected, the student is not admitted, or the student withdraws).
